Irritating mouse stutter in almost all games on pc. PLEASE HELP ASAP!!!!!!

I recently started having a problem with my mouse. Whenever I turn in games, I get a weird mouse stutter that is very tiny but it is visible and it happens 24/7. I am so annoyed with this shit right now. I have tried literally every solution on the internet right now and nothing seems to help at all. The only game that it doesnt happen in is middle earth shadow of mordor.

My PC Specs:
AMD FX-8350 @ 4.5GHz
Corsair H80I Liquid Cooling
ASUS M5A97 R2.0
8GB DDR3 1866MHz RAM
GeForce GTX 970
750W PSU

I have tried 2 different mice and it still continues. I tried a cm storm devastator mouse and a perixx mx 3000, I ordered another one to test as well. It is a redragon mammoth mouse. The stutter is like living hell. It is like the screen is bouncing up and down very tiny like but I notice it. I have tried reinstalling windows and everything. I CANNOT FUCKING TAKE THIS ANYMORE. I will try underclocking my cpu but i doubt that will work.

That sounds weird now is the whole screen bouncing when you play games or just the cursor/crosshairs? how small are the movements like could you say it's more of a jitter? Odd when did it start happening? Did you update something or get a new graphics card? You could always windows restore your pc back to when it wasn't happening. That might help. Oh I guess you've already reinstalled windows. I swear I've had this problem a couple years ago or something but I don't remember crap sorry dude keep looking for solutions or other occurrences on the internet. Or roll back your video driver if that could be it.

So how do I rollback to when it wasn't happening in windows? I have already rolled back my drivers for my graphics card and nothing helps. I did not upgrade my pc at all. It is more of a jitter. The movements are very tiny but noticeable. It happens in almost all games. This problem jumped out of nowhere I had no idea it just started happening even though it never happened before.
