Can this build run DyingLight on 4K?

Hi guys, this is my first time trying to build a gaming pc.
Current specs im planning to build:

CPU: Intel Core i7-4790K 4.0GHz Quad-Core Processor
CPU Cooler: Corsair Hydro Series H100i
Motherboard: ASRock Z97 EXTREME4 ATX LGA1150 Motherboard
Memory: GSkill Sniper Series 2x8GB
Storage: Samsung 850 Pro Series 256GB 2.5" Solid State Drive
Storage: Seagate 3.5" 3TB SATA3 7200RPM
Video Card: Gigabyte GTX980 N980G1 Gaming (2way SLI)
PSU: CM Vanguard 850w Full Modular Gold
Case: Corsair Obsidian 750D, with 6 fans (Corsair AF12 - 120mm fan)
I'd like to play this pc on a 42 inch 4K tv.

My first target game is Dying Light.
I know there'll be an fps drop at some moments of the game, but will the fps drop to under 30 fps?
If this current build spec will have lower than 30fps when it dropped to its lowest fps, I'd be happy to spend few hundrer dollars more to make this pc better.
So basically, i want my PC to not have 'fps drop' lower than 30 fps when running Dying Light, because i find gaming at below 30fps annoying and laggy.

With 4K, you will get less than 30fps at times

If you set monitors/tvs to other than native resolution, you get problems eg display not filling screen.

Yes thanks. So is it wiser to just get a 2560x1440 (QHD) 42inch tv, or just buy the 4k tv and play games like DL? About DL, will the fps ever drop to below 30 with vsync or antialiasing setto on? I mean, it's still enjoyable as long as the fps is always better than 30 right?
Btw , sorry for my silly question, but can a 4k tv be set to display 2.5k resolution?I'll buy a 4k tv instead if there's an option to do so.

Dying light is a very demanding game, I don't believe buying a lower resolution monitor just for dying light is worth it, since I bet you can run almost any other game with gtx 980 2way SLI at 4 k resolution. Yes about lowering resolution, in game, you can just lower the resolution, or you can lower it from the nvidia control panel.(if that is what you mean)
Edit: I believe new graphic drivers should be out for dying light as well as, a few more patches.( Not %100 sure though)
The build as a whole is excellent, now unless you want to get a 3rd gtx 980 then, I do not think you can do much to increase the performance.( Since other factors in a PC like CPU and ram don't usually have that big impact on fps). I hope I helped!
