can i overclock g3258 on stock cooler upto 4.2 ghz

Rule of thumb in overclocking is you never ever use stock cooler. Stock cooler is designed to run at stock speed. O'cking produces more heat and therefore needing better cooler. A budget CM 212 evo will be good enough
 
It depends.

IF you have adequate airflow in your case, AND you have a better than average chip, 4.2ghz on stock cooling is possible. But with good air cooling being so cheap these days (check out the raijintek aidos for example) there's almost no need to use the stock cooler.

as i know that if i add the price of the aftermarket cooler then on that price i can get an i3 4130. in india i3 4130 costs about rs.7400

and the pentium with aftermarket cooler costs about rs.8000 so which will be worthy???
