can't create remote desktop connections

I want to remote desktop from one Win 7 64-bit PC to another in my LAN. They both have static IP addresses but I can't connect from one to the other even though I've followed all steps I can think of to enable this capability. I've tried entering the computer name and the IP address and in both cases no connection can be made. Both PCs are in the same workgroup (the default WORKGROUP). I've temporarily disabled Avast firewall on both PCs and still no change. I built both of these PCs in the past year and I'm running on a Gigabit hard-wired network so hardware/OS should not be an issue. Both of the PCs can see the NAS on my LAN and can map network drives to it upon logging in so what am I missing here?
 

The Control Panel allows for "Remote Assistance", not for "Remote Desktop". You could use first one (kind of cumbersome, but works) - on your "remote" PC you create "Assistance Request", copy the file to controlling PC, and initiate session from there.

Apart from TeamViewer, you can also check Google' Remote Desktop for Chrome, many flavors of VNC, Ammy Admin, etc (Google/Bing your way to "Remote Desktop Software")
