Can this pc run bf4 on lowest graphics? If not, what do I need to upgrade?

DELL MODEL PRECISION 490:
•Processor: TWO Intel Xeon @ 3.00GHz/667MHzFSB/4MBL2 each w/HyperThreading
•Dual DVI PCIe Graphics Card ( I don't get this part... In their website the seller don't specify which graphic card this is but I'm guessing its a simple PCIe and not a PCIe x16. Would I be able to just upgrade the graphic card or would I also have to upgrade the motherboard? )
•Memory: 8192MB Dual PC2-4200ECC @ 533MHz ( after searching the internet I've found that this is a DDR2 memory )
•Hard Drives: 1 terabite SATA and one 500GB SATA ( I think that's the only good part of this pc... )

So, what would I be able to keep and what do I have upgrade in order to have a decent computer, capable of running bf4 on lowest ( or at least bf3 on medium/high )? Also, how much do you guys think this pc is worth just for its parts? Thank you all in advance.

It sounds like your graphics card is really old, also do you have the actual model number /code for the processors? the only ones I am finding are single core with no hyper threading, and that is not right, at least I hope. the ram is ok, DDR2 is old but is not an atrocity. do you have a PCIE 16x slot? because if you do, then you can probably get a much better graphics card, also what is you power supply rated at?
