My computer will not access my modem setup page.

My modem setup page can be accessed through the browser on my phone's browser, however when I try on my computer through any browser it times out with an error message. I have tried firefox, chrome and IE. Still the setup page eludes me and I cannot access it. I recently built a new computer, my old one accessed the page just fine, the new computer while being much much nicer and super fast will not connect to the modem setup page. I have tried everything reloading driver, resetting my modem to factory settings and even using different cables none of which have resulting in any positive changes. It could be software I have tried disabling my antivirus and firewall and even my proxy settings to as basic and off as I could possibly set them. I am wondering if there is some sort of software I am unaware of preventing me from accessing it or some other culprit.

my hardware is as follows
mobo MSI gaming 7 1150
cpu 4790k
gpu msi gtx 970
ram 16gb gskill sniper
psu evga 1000w g1
ssd 128gb samsung pro
hdd 256gb seagate

the modem is from century link c1000a

the internet works fine I just need into the setup to change some ports around and setup some stuff to host a small game server.
I am asking in the hopes that someone can point out a step in troubleshooting I may have overlooked or some random thing I might never have discovered any help is appreciated.

Mac filtering was already off, and I again tried to reset my modem both in the setup via my phone and then tried again with the physical button on the back of the modem. Still no access from my new computer. My old computer is not an option it's dismantled and many parts have been given, traded or sold.

I tried three cables now, no luck. I am however looking for a way to try another router.
