PC won't turn on after canned spray clean.

Every month I am having this issue. I live in a very dusty location in NY. Thereby cleaning my PC once a month is an absolute mandatory chor for me. My cleaning process is mainly spraying with air cans until the dust goes away before using a duster. Every time I do that my PC won't simply turn on. I've heard once that its due to the static charge, so the past few months I've been touching the chip set with my fingers on bare feet acting as a conductor. This seem to work twice for my until today. I was on the same routine cleaning, without disassembling the parts. The same way the PC won't turn on but this time regardless of how much I try to discharge it, it just won't turn on.

I have a Bluetooth dongle connected to one of the usb on the back which seem to light up every time the power is switched on, indicating the motherboard is getting power. Another thing I've noticed is that the chips next to the powerswitch/front USB connection portion of the motherboard seem to get extremely hot. May be it happened all the time this problem occurred but I never held them down long enough to feel the temperature until today. The PC just won't turn on since this morning and I'm frustrated I might have to take it to a repair shop which is expensive for me being a student. Thereby any help will be much appreciated.

PS: I've built this PC November of last year, the motherboard is asrock z97 extreme 4.

Yeah that's why I clean it every month so that the dust won't settle. It still looks new.

Update:I've checked the power switch which seems operational yet the over heat problem persists and PC won't turn on
