wermgr.exe has Stopped Working? Urgent!

Whilst playing Skyrim, my PC crashed to complete power loss, and I received a motherboard message saying "Power supply surges detected, anti-surge enable to prevent system damage." After booting from the BIOS and logging into Windows, I was met with the message in the picture below. No matter how many time I click "OK," I continue to get the same message. I have tried booting from a complete shutdown normally, but I get the same error. Any ideas?

UPDATE: I am able to open applications from the task manager like chrome and steam, as well as browse the web flawlessly. However I can't see my desktop or the Windows "metro" start menu. I receive the same memory popup error about every 2 to 3 minutes.
