New desktop build with ASROCK ext 6 smoking up, help!

So I just put together this pc, everything turned on when I flicked the switch, then the GPU fans went into immediate overdrove so I shut it off. After removing the GPU and powering the system again, a small chip in between pcie 3 and 4 began to burn up and emitted a small amount of smoke. I immediately shut it down and am now left clueless. Anyone have any insight on what it could be? Did I fuck up? I was positive it was all together correctly. Please any help is appreciated.

So I also just cleared CMOS using the associated jumper, turned it on and nothing happened. Then I removed the jumper and the computer started up with no problems... I'm so confused someone help. Should I be concerned with this and attempt to get my moboard replaced?
