Windows Keeps Freezing/Not Responding? (Motherboard issue)

Hi.. i Built a Pc Listed Below:
CPU:AMD Fx 6300
CPU Cooler: Coolermaster Hyper 212 evo
Mobo: Msi 970a-G43
Videocard:Msi R9 280
Psu:Corsair 600w
Ram:Hyperx Fury red 8gb(1600)
SSD:Samsung 120gb 850 evo
HDD:1 tb Seagate b

and for some reason sometime when i open a program, it causes lag stuttering like then goes unresponsive for a few secs(10-15) Sometime even longer. i have done some reading about this Motherboard and people have the same problem. but idk if its the motherboard because my Cpu isnt overclocked and the people who said they had problems was only when overclocked. i have updated All the Drivers i can but still keeps happening. any Suggestion on How to fix this? sorry im a bit new to the Pc World. i've look at asus M5970 Mobo and people say its great no problem but i just want to make sure if i could fix this before purchasing a new Mobo. Thanks.

This could be a software related issue too. Some viruses do things like this. Try installing a fresh copy of Windows first. Then see if you still have the issue.

Also this could be a RAM issue. Do you have more than one RAM stick? Try with a single RAM stick. And try with all sticks one at each time. If it's the RAM causing this, you can isolate it.
