LAN takes too long to load up

I have a system with Windows XP SP3 installed on it. Suddenly, this system has gone too slow. It takes some 1 - 2 minutes to load up LAN after everything else has been started. I mean I can not access any application until it finishes loading LAN. And, when the LAN does become accessible, if I need to change the LAN settings it takes around 5 minutes to go into the LAN properties. I have run anti malware and antivirus scan for any potential threats. but they could not find any. Also, running Skype will take more than 15 minutes. Is it a sign of any failing hardware? LAN starts readily in safe mode.

2.67 gigahertz Intel Pentium 4
704 Megabytes Usable Installed Memory
79.99 Gigabytes Usable Hard Drive Capacity
4.22 Gigabytes Hard Drive Free Space (mostly on OS drive)

And I am connected by ethernet cable with dynamic ip pppoe dial-up internet connection.

More memory? This system was running fine a few days back. And no new application was installed before the system suddenly became slow. I haven't said anything about the internet speed. Internet is running fine. It is just that the LAN is taking long time to start i.e. LAN icon on task-bar (right side near clock) takes long time to load.. clock,volume control and antivirus load very fast. Until it loads, I can not access any application.
