4.5GHz 3770k throttles back to 4.2GHz under load, but cpu temp never above 70deg.

Hi all,
I recently bought an aftermarket cooler and tried to overclock my 3770k to 4.5GHz. This worked well with cpu core voltage @ 1.28V. It was stable with prime95.
But I noticed that when running this, or wprime or Fritz, that the cpu started at 4.5Ghz but dropped after a few seonds to 4.2 Ghz. The core temperature only gets to 70 degrees. Why is my cpu throttling back from 4.5GHz to 4.2? The mobo is an ASUS P8Z77-V. The cooler is a FrosTwinv2.

You have BIOS settings enabled that should be disabled to be able to run all 4 cores at 4.5ghz., if that is your intention?

Make sure all cores are enabled.

Then under the Advanced Tab select CPU Configuration
Select CPU Power Management Configuration...

Select CPU Power Management Configuration
Disable the features below:
Enhanced Intel Speedstep Technology
CPU C1E
CPU C3 Report
CPU C6 Report
Package C State Report

And under AI Tweaker also disable
Execute Disable Bit
EPU Power Saving

Save and exit and it should remain at 4.5ghz but you need to use Fixed CPU voltage for this.

I've just examined this this a bit more.
I had done the overclocking with the ASUS TurboV EVO program (I assumed that was a sensible thing to do), but now I've done the multiplier settings manually in the bios and disabled the turbo, and the cpu stays at 4.5GHz, no throttling back under load.
I will also follow the specifics you have suggested for the other settings. This is a good outcome, maybe I can push a few more MHz from the processor.
