Generally, you are expected to use a data-only SIM in the laptop and a second SIM with a phone plan in the cellphone.

Laptop doesn't have a piece of hardware that decodes cellular signal. Can't accept/make calls without it.

Plenty of laptops have a 3G/4G modem in them. Useful for internet on the go without having to tether.

Setup Skype, Vonage or a similar service on the laptop, call using the # you get for it. If you want to have your cell # forwarded to that one, there are services for that.
