Can you help me to overclock my CPU/GPU safely?

My CPU is a FX-4100, the video card is a PNY GTX 660 XLR8 and the motherboard is a Gigabyte GA-78LMT-S2P. I ask here because despite that the bios and system info shows my CPU clocked at 4.2 Ghz, CPU-Z sometimes shows it clocked at 3.7 Ghz. I play World of tanks and the difference between the two is about 20 fps wich sometimes make a huge difference in lagging. I'm trying to always run it at 4.2 Ghz but I'm not sure how. I also have no clue about what are the safest clock speeds for the video card. Right now is clocked at 980Hhz core and 6800 Mhz memory, but I fell it can go higher but I wanna ask what is safe first.
