Windows 8.1 Restart Problems

I have a unique problem that I can not seem to find the answer to. It should be noted that this was a custom built PC. The problem is that the computer does not restart let me explain this a bit further. Anything that causes the computer to restart does not work including pressing the reset button. The computer boots up but then gets hanged like it does not want to boot to the correct hardrive or something. The reason why I say this is when I use the power button to manually power off the computer and boot it. The computer will load if the computer is on and I F2 into the bios and select the right hardrive it will boot. But I always have to power it off every time I want to restart because it will boot like it's loading then just stay at the black screen where it appears to freeze. Other than this the computer runs basically perfectly. Even if it blue screens and it's suppose to reboot it won't. I just don't understand.
 
Solution
Maybe a USB problem. Some USB devices cause exactly that. Pull em all off and see if it works then. Also try changing some USB options in the BIOS.

thank you so much. It turns out it was the usb that was stopping it from restarting. Now I am just restarting it all the time for no reason just to look at it restart. Lightning fast. All I did was change it from partial initialization to full to turn on all usb and it was fine. Thank you so much it was so simple yet it plagued me for so long. I was going to make sure you knew that your post lead to the solution.
