GTX970 and i5 4590 under performing?

I've just built a new PC, Which seems to be under performing a little while gaming? I don't know if my expectation were too high but compared to a friends similar PC the FPS seems abit lower
Specs:
GPU: ASUS GTX970
CPU: I5 4590
8GB of Kingston RAM (not sure which type)
MOBO: Gigabyte Z97x gaming 5
HDD: WD 1tb Green
600W Corsair PSU
I'm pretty sure that its not temps as both GPU and CPU barely get above 65 degrees.
Maybe drivers etc.
Looking for some advice to try to improve performance

One thing that may make it seem like it is under performing is the green drive. If that is your boot drive, you are losing access time. Most green drives should not be used for a boot drive. They also sometimes spin down and have to spin up again after inactivity.

Run a benchmark test that one of us might have for comparison. I have a i5-4590K and comparable AMD card to your Nvidia. Can you run Firestrike? Heaven? Valley? Tomb Raider benchmark? Hitman Absolution benchmark? Those are some I have available.

You are not entirely right. A green drive any drive on that matter can not effect FPS only load and boot times, the problem with the green drive is that it has a feature called park. What park does is that it 'parks' the needle and turns the power to the HHD off 'kinda' when not in use. The problem with that is that all HHD have an finite number of times that they can boot 'unpark the needle' so when u are gaming the park will enabled and disabled several times decreasing this number. Also warranty will be voided if this number has been reached. This feature is not bad is just for other type of user not gamers. What i suggest is a blue drive it is just a bit more expansive but it is way more reliable and and almost double it's performance.

Just to be clear the park feature can be disabled 'not as easy as it sounds' and while the speed of the drive while be effected it will not be by much. Also green drives have reliability issues.

As far as the other components they seem to be ok i can not think of any other reasons that you will have a bad gaming experience apart from temps so an after market cooler even a cheap Coolermaster 103 will do the job because some times temperature readings can be faulty if they are not made with a thermometer. But before you buy an after market cooler try a thermal paste like an MX-4 there are plenty of online guides on how to apply it.

I realize that. That's why I put 'seem' in italics. The OP may have been refering to overall response time of his machine, not just framerates in games.
