Asrock z97 wont boot

Hi guys
I purchased a asrock z97 extreme4 a while back and was working fine. I few days ago I completely unplugged the power to the computer to install some new fans. Plugged the power back in and nothing happened. Did a little research and found this is a common fault with this board. So I got Amazon to send out a replacement board. Replaced the board and applied new thermal paste. Computer powered on fine and booted. Suddenly when windows loaded onto desktop the computer shuts down. Now when I press the power button. Either the cpu fan will spin for 5 second or the computer will attend to boot and spin all the fans. For a few second then shut down. It continues to do this every 10or so second until I switch off the power supplie. Any suggestions on the cause?
I have made sure all connectors and plugged in correctly. Removed the gpu. Removed the ram and tried one at a time.

Cpu i5-4690k
8gb ballistic sport.
Corsair 600m
Evga gtx 970 ftw.

Onto the motherboard. I have managed to get a refund on the board and getting a gigabyte z97 gaming 5 sent out instead. Hopefully it's just a bad batch of boards. I'll post if it works with different boars tommorow

I got myself a power supplie tester and my 3.3v output on the power supplie is giving a reading of 2.8-2.9 could this be the cause of the system not booting? I tested my housemates power supply which is exactly the same and he is getting a constant reading of 3.3. Also what part of the system uses the 3.3?
