GPU speed changing often

I don't know what's up with this, but my gpu speed changes like crazy on certain games. It's usually on lower end games. If I play any next gen or high end graphics games it runs fine on high settings w/ no issues really. The problem is on games like diablo 3 / starcraft 2 when I have tons of units on the map it gets huge fps dips.

The mhz should run at 1070, but when I pull up afterburner it shows 1070 then dips for a second to 300 / 450 which is what it runs at in desktop mode. These dips line up perfectly with my fps drops. What could be causing the gpu to fluctuate like this? Sometimes it drops from 1070 to 1030, but that is not nearly as often though. I doubt some kind of bottleneck b/c the cpu usage is constantly low, never really above 30%. I tried turning settings down a lot and the same issue. Could it be if I am using pci x 16 instead of pci 2 or 3 x16?

That's not an issue with your graphics card.

That means your CPU is chugging. 30% usage sounds about right for a hyperthreaded dual-core, because we're talking about old games... they can't make use of the virtual threads, and are only coded for the single-cores we had back then... which means that they're running on a single core while windows and other processes make up the other 5% on the second core.
