High-End PC Runs slowly

My PC just runs generally slow, but in especially in games, my PC doesn't perform nearly as well as it should. League of Legends, for example, runs at about 50 fps, when it should run around 150 at least. I installed the latest drivers for my video card, but I'm just kinda lost trying to fix this. Help would be much appreciated.

OS: Windows 8.1
Graphics Card: GTX 970
RAM: 16 gb
Processor: AMD FX 8350 Eight-Core Processor 4.0 GHz

Make sure that any setting on your pc is set to "max performance" as opposed to "adaptive".

That got me around 20 frames higher when playing league, so thanks, but I still want to know why my PC isn't performing as well as it should, though.

Ok, I finally found the problem that I was having ...
My motherboard has a switch on it called slow boot. Once I pressed the button, my fps skyrocketed. It on by default, I guess
