Feels laggy even with high fps when playing video on 2nd monitor

Whenever I try to play games in fullscreen windowed with a video running on 2nd monitor(especially in browser) I feel massive (FPS) lag in-game even though my in-game fps is ~150-200+. Once I use fullscreen mode there isn't any lag.

I recently got a 2nd monitor(Happened even when using 1monitor) and the problem has become much more of a nuisance since I intended to use it to watch stuff while gaming and I hate having to minimize. There is some lag when I play video files on my computer, but not when playing music(Spotify mostly). All this while my fps is still shown as in the ~150-200+ range. I have tried using my integrated graphics(Intel HD4600) for my 2nd monitor instead of my GPU and it made no difference.

If anyone knows what causes this and a fix I will love you.

The rig:
CPU: i5-4670
GPU: Gtx 970
RAM: 16gb
Windows 7
Happens with both firefox & chrome haven't tested other browsers assume the same.
Games are on my SSD.

How would I know that? I don't think that is the issue though, my main monitor is set as the main monitor in window's settings, and like I said I tried using my intergrated graphics instead and it didn't make a difference.

This also happened even before the 2nd monitor, so it is probably nothing related to having dual monitors.

ok so you have laggy problems even with integrated graphics AND with only 1 screen correct?

sounds like somethings bottlenecking your system...but i wouldnt be too sure without a in person diagnostic.

maybe turn the HZ of your monitor up...bout all i can suggest atm.

Yep, happens with 1 monitor and even if 2 monitors both on saperate gpu.
My main monitor is a 144hz monitor(asus vg248qe), I really don't think it is a hardware issue since it runs fine if I have my game in fullscreen.

ok then. hmm. i see you typed you "feel" it drops FPS. aka you can see it with your eyes. but your FPS counter. says its still 200.

question. does this happen with a certain game or all games? I had this shit happen to me on warframe...alot.
