Bad PC Performance with high Specification Hardware System

I've PC with following specifications:

intel core i7-5930K(3.50GHz)
ASUS STRIX-GTX980-DC2OC-4GD5 GeForce 4GB
256gb Samsung Pro SSD
1 TB WD internal HDD
32GB RAM
and Asus x99 pro MOBO

I'm unable to operate Adobe Premiere and after effects smoothly and also facing problems in game like it pause and load environment & then it resumes.

First though, virus, possibly a bad RAM stick, possibly bad hard drive.

Run a virus scan with Malwarebytes and also a rescue boot disk from Avira or AVG. Make the disk from the ISO, boot the system off it and run the scan.

Try running on only half the RAM, or one stick at a time. Try using only the SSD without the WD drive.

If all of that does not help, I would do a clean Windows and drivers setup.
