Too high idle temps?

My CPU is at 45-50C while idle, while my GPU is 40-45, usage is less than 10% though. Is this alright? Every once in a while this new computer freezes, I suspect it's related to this. Read something about thermal paste for cpu, is it mandatory? I didn't build it myself so I have no idea if they put it some or not.
CPU: i5 4690
GPU: MSI R9 270x
Temperature of my room is around 23C btw.

Are you air cooling or liquid cooling? Yes, thermal paste is mandatory. Having the CPU cooler sitting properly will also effect the cooling capabilities of the cooler. The CPU seems fine if you're using an air cooler, but kind of high if you're using a liquid cooler. Same with the GPU. The freezing unfortunately could be anything from a PSU issue to a mobo issue to a component not seated correctly to a incompatibility in the RAM or CPU. So, I'm pretty sure your temps are not the issue unless you're liquid cooling.

It depends on the ambient temp of the room you're in too. I had 50'C when I used the stock cooler, but it dropped to 25-30'C with my custom water loop. 40-50'C is typical for stock coolers at stock settings.

Update: I am talking about my 4790K in my most recent build in this post. Currently OC'd to 4.7Ghz and hitting 30'C @ idle with an EKWB Full Nickel Supremacy water block
