ASUS P5B-V is not booting at all

Hi all, I have one computer with ASUS P5B-V mobo that seems not to boot at all. When I press power button at the back of PSU the green led on the mobo turn on. After pressing power button all fans are spinnig along with HDD, but after 3-4 seconds they stop. What is more bizzare after another 3 second they just start again. All of this works for 10-15 minutes and then turns off for good. No video signal, no beeping, no BIOS screen.

I wanted to use this mobo to assembly some better machine to the one that I am currently working on. This is a stock computer and I mean no video card, no sound card, no RAM, no HDD. Video and sound, I believe, should be provided by mobo in this case. I borrowed HDD, two RAM sticks and PSU from other machine to check whether it is a problem with one of these parts. All of borrowed parts works fine in other machine, but it seems that that no matter what parts I will put in, there is no video signal and no beep while booting.

Could this mean that BIOS in this mobo is crashed?

Since it can't boot I can't give you precise specs, but what I used to fire up this wreck is:
- ASUS P5B-V motherboard (stock)
- Intel Core 2 Duo (stock)
- 2 x 1 GB Kingston DDR2 RAM stick (borrowed)
- Modecom 350 W PSU (stock) / Akyga 420 W PSU (borrowed)

I tried to use different parts, combination of RAM sticks and resetting CMOS with jumper, but since I'm not good at electronics I may did something wrong, could someone explain me step by step how to do this?

Today I removed the CPU fan and I noticed that thermal paste is practically gone. Vaporised? Used up? I also noticed that radiator located near SATA ports is getting seriously hot quite quickly. Is this normal?

Powering on without any RAM stick also gives no beeping.

It all depends. I've got Modecom chassis and PSU in my private machine and I've been using it for 5-6 years now, they have never ever let me down. My machine was never serviced, so I'd say it depends on how much do you care about what you're doing with your computer and its health.
Besides I wrote that I tried to change PSU borrowed from other machines. I'll try all steps from the checklist tommorow, thanks for quick respond.
