Can't open control panel and some programs

I can't open my Control Panel. Every time I try it just comes up blank like nothing is there. Also it makes it so I cant close it. I also can't open .winrar files in my download section or other programs like Origin.

Having the same exact issue here. Hopefully somebody answers with a solution.

Try restoring your PC with Windows' System Restore and see if that helps.
If that doesn't work, download and install MalwareBytes and check if you have malware on your computer.
