AMD A8 Issues and Upgrade?

Okay, so the other day I was at my friend's house. He was playing Miencraft and some Steam games and I noticed he was lagging pretty bad. He knows nothing about computers, so I checked his specs, and apparently he has a massive 8gb of RAM, and an AMD A8 3500m processor. The processor is quad core and is clocked at a ridiculously low 1.5 ghz , but it does have the 2.4 ghz turbo core option. So I went into his BIOS to try to enable the turbo core, but the for some reason the BIOS was missing tons of settings, and had no CPU settings whatsoever. So here's my questions: How do I enable the turbo core, and once it's enabled will it really help that much with the lag? If not, what would be a suitable low priced replacement that's compatible with the computer? The computer is a laptop and I don't want any crazy FX/i7 processors, just enough to be able to smoothly run Minecraft and similar games at high settings. I can't believe I'm saying this, since I normally hate AMD, but don't recommend any Intel processors, they may not be compatible with the motherboard and I don't have the money for them.

Its a laptop! Not a PC. You can't upgrade anything and you can't 'enable' turbo boost. If it can run turbo boost, it already would. They run low power so it probably doesn't.

I've always owned desktops so I know little about laptops. So if you change the power settings to high performance instead of power saving it should enable turbo core?
