honestly I dont think he should waste money on fans, bc his heatsink cooler already boost exhaust. and all his component are very energy efficient with little heat. that 970 fans only turns on when needed. and once he have a high end psu it only turns on when needed as well.

Fans are very cost effective. These fans for example are $14.

In fact I would do that before considering the CPU cooler. The CPU temperature of 38C isn't that bad. And the improved cooling wiill bring that down.

I would recommend this XFX 750 watt at $74 after rebate.

That is great except for one thing. His budget is $100 for the PSU & Cooling upgrade.

Edit:
That PSU is $ 109after a $20 rebate.

I dont see why he would need a fan upgrade for his case? front fan and rear fan is good enough for his build. His gfx and cpu fans barely make any heat to require more dust and maintenance.

The OP is the one complaining of excess heat. Two fans in a case is is basic at best. The case designers put in two top ports, a bottom, and a side port to provide more cooling.

What doesn't make sense is spending $100 on liquid cooling when $25 worth of fans may accomplish the same result. But in any event it is the OP's decision.

An overclock of 4.5 GHz is probably attainable. But I would do a stress test at each step in the overclocking procedure, and make sure it is stable before going further.

And you do need to get a better CPU cooler before you overclock much more because the CPU temperatures are going to overcome the one that you have.

I would have chosen PWM fans because you can control the RPM of the fan from the motherboard. This allows you to tailor the the fan RPM (and the fan noise) to the temperature inside the case. This type of fan has a 4-pin connectors, and costs a few dollars more. These plug into the 4-pin fan headers on your motherboard or an add-on fan controller.
