Often turning off Stablizer will affect my HDD?

Hi,my HDD just dying a few days ago and now i buy a new HDD,so I want to know the best way keep your HDD.I like to turn off my stablizer after i use my computer will that affect my HDD?

If you have often parts dying due to electrical disturbances like in-stable voltage, etc.
Stabilizer is not much of a help.
It is better to use an UPS (uninterruptible power system).
and..have a good grounding connection.
