EVGA GTX 780 SC ACX 3GB Underperforming?

I believe my Graphics Card is underperforming, I play GTA SA which is a old game from 2005 and get about 80 FPS when I should be at 100 FPS no problem, even older cards hit 100 like my old 650 ti.

My Specs:
- Windows 8.1 Enterprise x64
- MSI 970a-g46 Motherboard
- EVGA GTX 780 SC ACX 3GB
- AMD FX 6100 6 Core @3.55GHz OC
- 8GB Kingston DDR3 Ram 4x2GB
- WD 500GB 7200RPM HDD
- Thermaltake TR2 600 Watt PSU

I dont understand what the problem is, I know my CPU sucks but the games I play are more GPU intensive like GTA SA. Even on Battlefield 3 I was getting about 50 FPS. I couldn't even hit 60, it's crazy.

Yes I have that application, it didn't really help, even when OverClocked.

Thing is the game I play is old, I don't understand how it's not performing as well as expected.

GTA SA is, like most RPG's, probably CPU bound. It requires a lot of CPU power to simulate the environments, NPC interactions, and so forth. Skyrim, GTA IV, and many other RPG's have similar behavior. The GTA games in particular are famous for atrocious optimization, too, making some people wary of the upcoming GTA V port.

Here's something you can try: Lower graphical settings to the lowest setting. If you don't see much of an improvement, it's because the CPU is what is creating a limit, preventing the graphics card from working at its full potential.

The one part I did not read, though, is the part about your 650 Ti performing better. That is somewhat concerning. Do you still have that card around? Maybe we could test with it again, and make sure you test using the same save file in the same locations.

It's that CPU. Mine does the same thing. I can't get over 50 fps on most games unless I play them on low/medium settings. If I bring STWOR up to ultra, I get 30-40 fps. It is insane. I'm going to upgrade to a bettter cpu soon and see if it helps.

So the performance is still lower than expected at low settings, but is it better than it was before? If the performance is not better, then there is definitely a bottleneck somewhere else; the graphics card is working perfectly fine, but something else in the system is limiting the performance, and I'd be pretty sure it's the CPU. Again, though, that is rather funny if the 650 Ti did perform higher...
