My PC is running VERY slowly and I'm not sure why.

Hi, I've been looking through forums for the most part of the day seeing if there's any solutions to my problem but I've not yet found one. The issue I'm having is from my understanding a CPU problem. I recently upgraded my motherboard to an MSI Z97 Gaming 3, and my processor to an Intel i5 4460 3.2GHz.

Since I installed them I've had terrible system speed constantly. The main issue is that I can't run games at higher than low settings without there being severe stutter and spikes in the frame rate. My GPU is an Asus Nvidia GTX 560Ti so I don't believe games should have an issue running on medium to high, but I'm also unable to open My Documents without it taking a fair amount of time, I'm not sure if anyone can lend a hand on suggestions to fix the issue.

I've checked my CPU usage while I'm running games and it never seems to spike above 15-20%. I'd really just like to see if there's anything that I can do at home to fix it so I don't have to get a professional to look over it, it's cost me enough money already.

Install Intel Extreme Tuning Utiity (XTU) and check the processor temperature, frequency and active core count while running the CPU stress test (unlike Prime95, it doesn't really stress the CPU). I presume your monitor is connected to the GPU and not the Intel graphics?

Did you reinstall windows when you upgraded? Most of the time, when you change cpu's and/or mobo, the driver discrepencies cause massive slowdowns because your new physical components are fighting old drivers for different components.
