Solution
if you wont do any overclock it can handle it, psu is the most important part of the pc. if you go cheap on it bad things can happen, i once used a 550w cheap psu for a system with a max power draw of 480 and it blew under gaming. luckily it didnt bring anything with him but the next time i decided to spend a bit more to stay in the safe zone. if i were you i would pay 20 bucks more and go for a 500w at least, and the vs series are made of cheap crap. anyway take a 500w at least for 50-60$, should handle a bit of overclock, and if you plan to upgrade cpu in the future then grab a 600w one.

ps: if you are on budget then this one shuld do the job with a light oc http://www.newegg.com/Product/Product.aspx?Item=N82E16817139027

VS 550 will be enough for 270x. Serious overclocking means it can overclock a bit but it is risky to overclock with a vs series psu. BTW overclocking will only give you 2-5% improvement which is not worth the risk.
You will be fine with vs550 but the best psu which i will recommend is Seasonic 520watts.
