To begin I'm a novice at building computers. This is my first build and I'm encountering some issues with my display and I'm not exactly sure what the issue is.

Heres a list of the parts:

I used a build by Elite Gaming Computers.

When I first got the parts i did a quick build outside the computer to see if i had any faulty parts. All fans were working properly and in the bios the motherboard was detecting the processor and ram, and I was displaying through the graphics card. At this point I had no black screens, although I did notice slightly glitchy looking pixels around some letters in the bios. I thought perhaps it was just the bios so I continued on with the build and built it within my case. I finished last night, started it up, installed windows 8.1, and this is when I noticed the seriously glitchy screen. I became worried but I was pretty confident it was just a faulty hdmi cord because I've had problems with it in the past. I continued with the installation and got to the start screen. I decided to call it a night and pick up a new hdmi cord after work the next day. I purchased the new cord and tested it out, however the screen still appeared glitchy, and this time the screen went black after a few minutes. Before I blame faulty hardware, I wanted to install the drivers for the graphics card to see if this will solve my issues. However, the screen is going black before windows completely boots up or as soon as I get to the desktop. I don't have enough time to install the drivers, so I'm stuck. I'm not sure what to do at all, or what is really causing the problem. I just noticed the power unit I have is 550W and my graphics card calls for at least a 750W in the quick start guide, could this be causing the issues? If so this is a lesson to not put so much faith in others builds.

Also I want to note when the screen goes black fans still spin, and the standby power light is still on.

A picture of what I'm seeing on screen:

Well try this. Your PC can run without the GPU because the i5 has internal graphics. So take out the 280X and see if that fixes it. If it does your 280X is probably toast but you should still try to reseat it first. Try this and come back with results.

Taking out the graphics card did solve the issues. Is that because the graphics card is faulty, or was it because I didn't have enough power for the graphics card? I know this probably sounds stupid but I just want to understand the issue in case I ever run into something similar xD

I should also be able to replace it for free correct? I have a warranty and I'm pretty positive I didnt cause damage to the card itself. The only "screw up" I had installing it was I barely touched the gold plating at the bottom when I removed the protective covering.

With 550W you definitely have enough power, try to reseat it again and see if that works. If not well RMA the card you should get a new card no problem. And well in the meantime you can still use your PC without so :p.
