PC doesn't boot at all.

So I had a PC with Ubuntu installed on it, had a vacation for a month or so and I come back and it doesn't give monitor signal, taking one RAM stick out it beeps as usual.
Gave it to a friend, got it back working however GRUB couldn't find an opearting system to boot.
No problem, grabbed my phone, launched DroidDrive (liveCD from your android device) and before I could pick boot from USB I had no monitor signal.
Gave it a rest, doesn't boot up at all. Removed one RAM, doesn't boot. Second RAM, still. Graphics card, no luck. Took the powersupply out, shorted it and it works. Tried another powersupply yet no luck. HDD's are disconnected aswell as the disc reader.

I guess it's the motherboard or CPU isn't it? How could I know? Even better, how to fix?

Do you mean that the fans don't spin at all?

I'd guess it's the PSU. Testing it whilst not under load is no real test. Can you lay your hands on a spare to try? Same goes for the RAM, CPU and graphics card (if you have one). If it's none of those then it's got to be the m/b. Substitution with known working components is the easiest way to pinpoint problems.
