Asrock z77 Extreme4 USB's stay on after shutdown

My USB's stay on after shutdown, I have a very nice microphone and webcam that receive power 24/7 and I just dont like the idea of them being on even when my computer is off, I get how the feature can be useful but I simply don't need it, I have tried almost everything to shut off those USB's but nothing helps, does anyone have any advice? Thank you.

You can often change this in the bios. Just boot and press f2 or del and look into the options and find the usb on when system off option.

Well, I tried that, my settings in bios don't do anything, it's hard to explain, I need someone who knows the bios inside and out and can walk me through what to do.
