Random BSOD, Memtest86 Hammer Test errors

I just built my first pc. Installed windos 8.1 ok; however, when I installed google chrome (first program attempted to be installed) a BSOD occurred with the error of memory management.
From there the pc would run for about 20 mins then; BSOD with error memory management (being the most common), IRQL, some cache error, and others, restart randomly, or the running program would crash and go back to the desktop. Would also get BSOD quicker if I barely pushed the system at all (browsing the internet and downloading a program or playing a game). I reinstalled windows 8.1, after updating anything I could find to update, but the pc would still BSOD with frequency. The pc started to run better after the re-install with BSOD occcuring after an average of two hours with mainly memory management errors, but allowed me to install programs for the most part. Before the re-install, usually two or three attemepts were required to install a program.
I then read about memtest86 and ran it on my system. The first test, with my 2x4GB DDR3 1333 hooked up the recomended way, showed one error on test 9 and about 35 errors on test 13. I tried one stick and recieved errors only on test 13 with both sticks. Testing the ram on slots 2 and 4 individually showed about 35 errors on test 13; while slots 1 and 3 individually showed only about 16. I exchanged the memory for the same kind of 2x4GB and still recieved errors on test 13 but only about 6.
I wondering what I should test next to determine what is causing the problem or what steps to take next. Because I exchanged the memory and still recieved errors with every stick in every slot, I'm thinking its the motherboard. As this is my first build I'm not a hundred precent on that though. Temps seem ok with the CPU around 32c. Also I have nothing else hooked up besides a wireless usb network adapter and usb mouse/keyboard.

CPU - 15-4590
Motherboard - Asus z97m-plus
SSD - Samsung 850 pro
Memory - PNY 2x4GB DDR3-10666 1333MHz MD8192KD3

I Tried all that, the only thing that needed to be done was an update of the BIOS, and the system seems to be running much better (don't have anything set up to oc). I am still getting errors on test 13 "Hammer Test" in mimtest86; only about 6 after one pass on each slot. I haven't had a BSOD in over 24 hours, but other odd things are happening. At randoms times after sitting idle for no more than 5 mins, the system will appear to not be responsive then suddenly do all commands that were preformed. Other times I've noticed videos errors towards the top of the screen; appearing as a fuzzy color bar, either at the top of the screen or near it. They however disappear quickly and happen when switching between Google Chrome and the desktop. I didn't do a clean install of windows after I updated my bios; should I have? I ran BurnIn test last night and it came back clean. I have since initiated an exchange on the board and bought a different set of faster ram. Just waiting on them to arrive.
