This is an all Japanese Cap or polymer cap PSU made by Super Flower with outstanding voltage and ripple regulation. If thats not "tier 1", what is? Those stupid lists are worthless. I never use them. They are a reflection of the list creators personal bias.
I would also like to point out the possibility that the seller doesn't know what he has. Keep that in mind as well.
