Help setting up Netgear modem and Belkin AC1200 router

I've used my own Motorola Surfboard SGB6580 gateway with Time Warner for TV & Internet up until now. Purchased Netgear CMD31T Docsis 3.0 cable modem & Belkin AC1200 Dual Band WiFi Router to replace gateway. Also have new Acer Aspire laptop with Windows 8, never used or connected as yet. Followed instructions to connect modem, activated with Time Warner, Internet access works perfectly ( I have their Extreme Internet speed). No luck with router, computer cannot see router. Tried Belkin support, no luck there. Can someone give step by step help to me with connecting router? I've reset the router, used new CAT6 Ethernet cable, but feel that I'm doing something in the wrong order or am just an idiot at this point! Thanks in advance.

Connect cat5e or cat6 cable to LAN port of router. Connect to laptop. Make sure laptop is in DHCP mode. Open CMD window type "ipconfig /all"
Verify that you have an IPv4 address that starts with 192.168.x.y for your Ethernet Adapter
Verify the address of the "default gateway" -- should be 192.168.x.1
Open a web browser, put 192.168.x.1 in the address box
Welcome page for router should appear. If not, then see page 41 of the User's Manual to do a factory reset.

After the factory reset, then redo the ipconfig /all again and check your settings. If you can't get the login page after that then the router might be broken.
