Slow RPM HDD cause bad performance?

I'm curious if a slower RPM Hard Drive can cause slower/worse performance ona high end PC.

My specs:
OS: Windows 8.1
GPU: MSI GTX 970 SC
CPU: AMD FX 8370 4.0Ghz 8Core
HDD: WD Blue 1Tb 5400 RPM
MOBO: GA-78LMT-USB3
RAM: 2x8Gb 1333 PNY

I consider my PC quite high end but I still get low FPS on some games like Unity and Far Cry 4, could this be caused by my HDD? Or my Motherboard?

Hi there TwiztedUnique,

I would say that it is possible(taking into account the other specs). WD Blue drives have 7200 RPM. Is this a 2.5 '' drive? For both OS and gaming, it may be a good idea to have 7200 RPM drive or SSD.
You can check whether your HDD is causing all of this if you just borrow a 7200 RPM drive from somebody, attach it to your system, and run one of these games on it.
Apart from that, you can test your current drive with WD's Data Lifeguard Diagnostic tool in order to see whether it is healthy.

I don't think it's just Ubisoft, I get about 35-45FPS in Battlefield 4 on Ultra which is quite low and I don't get why, it defaults my settings to medium
