I cant open my administrative tools on windows 7, can someone help?

Just as it says above when i open them im just met with the message "not enough storage is avalible to complete this operation"

Im not verry god with computers but i have 8gb of ram and only 1.7was in use at the time, also i could close all the programs and it still wont open. i also dont know what "paging file" is though.
