Windows XP freezing during boot up at blue "Welcome" screen

When I boot up my computer it freezes at the blue "Welcome" screen. My mouse stops responding at this point. The only way to get my computer off is to hold in the power switch or pull the plug.
I do not have any anti-virus software running. I do not have my original Windows XP disk. I do not have a boot up disk. I can select F8 to go to the safe mode selection screen.

I had read an earlier post from someone else and yesterday I ran it in safe mode with command prompt without any issues.
I actually ran an chkdsk but wasn't sure where to go from there
