Will a gpu with directx12 work on directx11

i think it will (unless i am just outdated, been busy)
it may not take advantage of the dx12 features, but it will work just fine. even older gpu's will work

AFAIK some of DX12 feature doesn't need new hardware. that's mean some of current DX11 only gpu will be able to run the game exactly in DX12 instead of running them on DX11. but for feature that needing new hardware it will be disabled for them.

AMD 5k and 6k series will not going to get DX12 treatment. the info coming from AMD themselves when Tom's made AMA with AMD late last year.
