component selection help please

Im about to do my first ever PC build, converting over from console...I just wanted to ask if there is a "best" time to purchase parts. I don't want to purchase a CPU today for £180 if in 2months time there is a new one to release for the same price but better spec, allowing me to pick that one up or get the one I plan on getting for a cheaper price.
Same goes for GPU, etc as I believe amd are coming out with an r9 300 series but I'm still a newbie so I'm not sure what to wait for :(

Would appreciate it if anyone does know of any potential releases in the near future that may cause price drops or even allow me better hardware for the same price

It is quite good built, also if you are looking for a little more futureproof I would say spend a little more and go for i7 4790 or if you'll overclock then i7 4790k. Don't worry about the price, I don't think any major decrease in price will be there for about a year or so. And if you want to upgrade just do it as if you will always look for best time it will never come as there is always something new is there which is going to come.

The Xeon E3-1231 V3 would be more ideal than the i7-4790 in such a case.
