unfortunately i lock all the services and apps on windows xp including run please tell me how to remove restriction?

How did you lock them? With Group Policies? If you locked out your only administrator account, you will need to re-install Windows since you won't have an account with the rights to un-do the changes. If you have a secondary administrator account, log on to that and undo the changes.
