That will run www.roblox.com on graphics 10 with no lag what so ever.

Also it needs to be able to record with twitch obs, bandicam, or fraps for my youtube channel which is for ROBLOX.

Please help

That game does not have high requirements at all, I'd get this for a pre-built system http://www.newegg.com/Product/Product.aspx?Item=N82E16883281387 and get a Radeon 7750 to run with it.

If you want a parts system you build yourself, there are lots of suggestions in the Systems part of the forum.
