No, there is no point in building something in that price range.

You could potentially get more power from an AMD based budget system, however the difference would not be large, considering you have to build the thing then too.

That processor is extremely underpowered for a desktop PC, it's more designed for netbook and tablet roles. If all she does is internet browsing have you considered putting Linux on a PC? Without the Windows license costs you can build a much better PC. Also, if you're a student or just have a .edu email account you an buy a discounted copy of Windows

Not a build-your-own, but if all she does literally is surf the web, you could consider a Chromebox and save yourself $100.

For build-your-own, the lowest I can get, including Windows, is $285. One advantage, assuming she is not storing videos or anything, is this build would get her a cheap SSD.
