Failing Graphics Card? (Frequent driver crashes, artifacting. Includes picture)

So, I recently started replaying Just Cause 2, and noticed some strange crashes that would happen every hour or two. (or sometimes after a few minutes, it was very erratic) The game would freeze, but the sound would keep playing. (not on a loop, but as if the game was still running) Both my monitors would flicker black, and then JC2 would minimize, and go unresponsive. Once or twice it would give a fatal DirectX error (error 6), but most of the time it would just minimize and I would close it via the task manager.

During the black outs, any windows on my second monitor would stay open, meaning that only the desktop background and any gadgets went black. This meant that I could watch MSI afterburner, and it showed 0% GPU usage during these times, with usage returning to normal after the flickers stopped. Afterwards my GPU clock-speeds would ramp down to 135Mhz. NVIDIA Shadowplay would then not function until I restarted, but after a restart my clock-speeds would be back to normal and Shadowplay would work.

At first I figured this was just some fluke with JC2, but recently Warframe has started crashing in the exact same way. I'm starting to get a little worried.

Occasionally my desktop would show some artifacts until my desktop switched or I played around with opening/closing windows. Here's a picture of some of them.

I updated my drivers shortly after I started playing Just Cause 2, and that's when the crashes started to get so frequent, but I'm fairly certain they happened once or twice before I updated. (I think that's why I updated in the first place) I've already rolled back to what I had before to make sure, and the crashes persisted. I've also ran Display Driver Uninstaller to wipe my drivers entirely and re-install. That also had no effect.

I'm getting really weirded out and I'm starting to wonder if I should just RMA. But before I do that I figured I'd ask here to see if anyone can share any information.

EDIT: Oh and also, none of my components have ever ran over 65 celsius, so we can rule out overheating.

Holy balls! I think I found the problem!

Turns out my card idles at stock speeds with default settings (1114Mhz) but boosts to 1342Mhz! This card is only supposed to go to 1279Mhz in OC mode, with default boost at 1253Mhz.

So it's about a 90Mhz more than stock, which isn't in any way ridiculous, especially for this card, but seeing as I'm getting driver crashes and artifacting I'd say it's definitely the culprit.

Anyways I'm going to do some testing by lowering it and will report back, for posterity.
