I've decided to buy a SSD for my PC, now my question is how to get my OS from the HDD to the SSD.
can I just use Microsoft's USB install
http://windows.microsoft.com/en-us/windows-8/create-reset-refresh-media,
and how do I delete Windows 8.1 from my HDD without deleting anything else.

Solution
You should do a fresh install of windows on the ssd. You should backup your data by creating a separate partition on the hdd and moving the data you need to save on to it. Personally I dislike using things to "migrate" files to a new boot disk.

Unless you're cloning or mirroring to a drive of the exact model or spec, OS drives should never be migrated, especially when going from HDD to SSD. Things can get messy attempting this and there's a possibility you could hose the entire boot partition. SSDs also utilize TRIM commands and enabling this when migrating the boot partition from an HDD could also have consequences.

Best to do a clean install and copy over your data.
