Cyberpower Fangbook III laptop, same brand/speed RAM, different CAS latency, lowers clock speed?

So I recently acquired a CyberPower Fangbook III which I'm more or less happy with. It came with 8GB of G.Skill DDR3 1600Mhz RIPJAWS RAM. I bought another stick of what I thought was this same RAM, but as it turns out the stick I bought was better.

Included RAM:
G.Skill Ripjaws DDR3 1600 @ 11-11-11-28

Purchased RAM:
G.Skill Ripjaws DDR3 1600 @ 9-9-9-28

Though somewhat disappointing, I figured this wouldn't be an issue as it would just slow the CAS of the new RAM down, however what I'm seeing is an overall clock speed reduction for them and no way to adjust it in this laptop. Both sticks appear to be running at 1333 according to the BIOS.

So my question is, is this a result of the different CAS latencies in the RAM?

Yes, the laptop doesn't support DDR3-1600 CL9. The DDR3-1600 CL9 RAM doesn't support CL11. The next common/compatible memory SPD profile they have available is DDR3-1333 CL9, so that's what's being used.

For pre-built computers, you can't just run any RAM you want. The BIOS does not allow for any changes. You must use RAM that is recognized and compatible with the BIOS. Most laptops do not support CL9 because it is lower than standard. Test the CL9 module alone to see if it can work. If it can, purchase another CL9 module and it should work fine. If the CL9 module does not work at DDR3-1600, the BIOS can not recognize the module at that speed so getting another DDR3-1600 CL11 would be better.

I get that they SHOULD be the same model, but I'm mostly curious as to whether the mis-match is the cause of the downclocking?

Also, is there a reason I shouldn't run the 9-9-9-28 RAM in this system? Less latency is better, yes? Would I not be better off getting another stick of the F3-1600C9S?

I just received one of these laptops and found out something super interesting. Its manufactured by a chinese company called TongFang. At first I was told it was MSI manufactured by support, but when my DVD drive broke on day 1 and I was looking for a more complete user manual, the support guy told me it was manufactured by TongFang.

Not that I have bias against chinese companies, but I'm a bit disappointed and thought I'd share it with you.
