Is it my PSU or the ram which is causing the FPS drop in the in-game cutscenes?

I have the following pc which I have been upgrading.

Intel i7 860 2.8 GHZ

8 GB DDR3 ram

1 TB 7200 RPM + 240 GB SSD Disk

Geforce 750 TI

Windows 8.1 64 bit

Windows runs on the SSD and 1 TB is backup.

I have installed the latest Nvidia drivers.

When I boot up a game like Call of Duty advanced Warfare the game use 2.5 GB of ram and 20% of the CPU.

However in the in-game cutcenes the fps drops from 60 fps to 30 fps. This only happens in the cutscenes. Because in the game itself I get from 80 fps to 189 fps.

What sounds to be the PSU fan is very noise while running the game.

Since the CPU only use 20% to run the game, then I guess it can't be the CPU which has a problem running the cutscenes? (I know the CPU is old!).

I run the game on the SSD drive.

The PSU is 460 Watts. Could it be the bottlekneck? Or do I need to replace the ram?

Mention the make of the PSU.

It just says made for HP if I remember correctly. The machine is an HPe 115sc. Its properly an Antec, because I read somewhere that HP use Antec chases for their Desktop machines.

I'd recommend trying it with a different game before jumping onto anything. Also i googled a bit and found that this machine has a GTX 260 which is pretty old, but as i said test it with some other game like Assasin Creed or anything.

Thanks for you answers. I replaced the original GPU two years ago. First with a Geforce 630 and this year with a Geforce 750 GTX Ti.

Originally as you properly discovered the machine was born with a 5400 rpm hdd. I replaced that that with a 7200 rpm hdd. This helped the problem a bit.

the PSU is noise in the latest AC, but the studder isn't visable.

But the studder is visable in games like BF3, BF4, Wolfenstein: the new order (a little) and Advanced warfare.

Before I replaced the HDD to the 7200 RPM the game would freeze both in-game and the in-game cutscenes.
