Guild wars 2 very low fps on high end pc

Looked around on my issue elsewhere, couldn't seem to find answers.

I have started to play Guild wars 2 again, and am only recieving ~40fps in the charr starting zone with everything turned off.

Here is what my pc looks like:

CPU: i7 4770k
GPU(s): Two R9 290x's in crossfire using gw2's predefined config
RAM: 16gb

I am able to play most every game on the market 60fps+

I do not believe that 40fps it what I should be receiving with my pc setup.

Perhaps someone could help me out here.

Tests I have done:

GPU usage of both cards(CF ON): Both sit around 50% usage

Turn CF off: Pulling more fps than having crossfire on.

did you monitor your gpu core clock in game using OSD? when you OCed the card your gpu clocked probably forced to run at that clock all the time. i've heard problems with 290s before where the clock goes down in some not so demanding games but at the same time also pulling the frame rate down with it.

even with my 660SLI maintaining 60FPS at all the time is impossible. people have been asking nvidia to fix this in their forum to which nvidia repond saying that the problem are more with CPU.
