full specs:

msi z77a-g43
i5 2500k (stock speeds)
8 gb kingmax ram(1333 mhz)
sapphire r9 270 (oc-ed to 1035mhz core clock & 1470 memory clock) - r9 270x level
western digital cavier black 500gb
fps saga 500w

my cpu seems to be bottlenecking in some cases(gpu usage goes down). is that normal? look at the screens. if i play bf3 on a 64 man server its pretty much 60% all the time (the gpu usage).

settings are in bf3 are high and i guess in cod are maximum.
newest drivers & bios.

Worst case screenshot I see has 1 CPU core at 89% and another at 90% with the other 2 CPU cores well below that and the GPU at 60%

You might be hitting a slight bottleneck, but I don't see it as a major issue. You're still over 60 FPS.

Bear in mind with Vsync on, your CPU and GPU only need to work hard enough to match monitor refresh rate. This means if they can do 80+ FPS together, they only need to work at 75-80% of their max to hit 60 FPS.

Not unusual to see sub 100% usage on both in gaming with Vsync enabled.

yea sure its about 60fps but doenst feel smooth :S
and the thing is if im in a room looking at the corner -> 99% gpu usage 150fps
wide opened area-> 70% gpu usage 60fps
and i i lower the graphics its 50-60 at max
(now talking about bf3)
i thought it should be 99% all the time

It can vary from location to location in games. Trust me, my brother has the same CPU as you do and is running a r9 290 with it. His results are going to be much higher than yours with only the r9 270. Get a better video card if you want a smoother experience overall. If you can't afford that right now, then maybe grab a decent air cooler and overclock the i5 2500k. BF3/4 are very CPU dependent games, so you can gain some extra FPS by clocking your CPU higher. Just make sure to have a good enough power supply and cooling for the CPU before you attempt it. I wouldn't recommend overclocking with your current PSU at all though.
